(1) A customs agency is an individual entrepreneur of Estonia or a legal entity established in Estonia that, in connection with the movement of goods to Estonia from a non-EU countries or from Estonia to a non-EU countries, communicates with customs, performing customs formalities for another person by agreement with it.
(2) The Customs Agency provides the customs with a guarantee of payment of customs debt.
(3) The Customs Agency acts through customs agents. A customs agent is an individual to whom the customs has issued a corresponding certificate

A customs agent is an individual to whom the customs has issued a corresponding certificate.
Representation
Legal bode or person has the right to appoint a representative to communicate with the EU Customs. The representative must be an Estonian legal body or person, except in cases of submitting transit or temporary import declarations and by persons who submit declarations irregularly, on occasion, and provided that the customs recognizes this as justified.
